The Claim

On or before 31 December 2014, Roman time, the majority of Roman Catholic priests will be both

either married in the eyes of the church or allowed to wed, and
permitted to perform the sacraments while married.

A priest is considered to be Ťallowed to wedť even if he must get permission from his bishop or other church official, so long as such permission is not routinely denied. ŤThe sacramentsť means all sacraments which priests in general are allowed to perform.
